NARRATIVE

The President of Richard Bland College is Dr. James B. McNeer who started his term of office on August 1, 1996.

The President of Richard Bland College is chosen by the Board of Visitors and operates under its jurisdiction. The Preamble of The College of William and Mary Board of Visitors Bylaws 2007 states, “The Board appoints Presidents for both The College of William and Mary and Richard Bland College; and it appoints academic officers, faculties, and other employees essential to the effective operation of all the institutions under its control."

The primary responsibility of the President of Richard Bland College is stated in Article II, Section 1 of the Bylaws of the Board, “Under the authority and direction of the Board of Visitors, the President [of Richard Bland College] is responsible for the administration and courses of instruction of [Richard Bland College].

As indicated by the roster of the Board of Visitors the President of Richard Bland College is not the presiding officer of the Board and is not a member of the Board. The Preamble of the Bylaws of the Board states, “From its membership the Board elects a Rector of the College.…” The Rector of the Board of Visitors for 2007-2008 is The Honorable Michael K. Powell of Fairfax Station, Virginia, the Vice-Rector is Mr. Henry C. Wolf of Norfolk, Virginia, and the Secretary is Ms. Suzann W. Matthews of McLean, Virginia. Article I, Section 2, of the Bylaws of the Board states, “The Rector shall preside over all meetings of the Board and … determine the order of its business.” “When the Rector is absent or unable to discharge the duties of the office, the Vice Rector shall act as Rector. The Secretary shall act as Rector if neither the Rector nor the Vice Rector is available to perform the duties of that office."
