NARRATIVE

The Code of Virginia, Statute 23-49.1 Section A, gives legal authority for, and defines the operating control for Richard Bland College. “Richard Bland College in Petersburg shall be subject to the supervision, management and control of the board of visitors of The College of William and Mary in Virginia.” In Section D this statute does not use the term “mission,” but gives the Board the responsibility for defining the function of Richard Bland College. “The board of visitors of The College of William and Mary in Virginia is authorized and directed to prepare the bylaws for the colleges [William & Mary and Richard Bland College] and to publish the same and to define the functions of the colleges." The 2007 Bylaws of the Board of Visitors states in Article II, Section 1, "The President [of Richard Bland College], with the appropriate advice of administrative offices and the [faculty], will formulate plans and operating policies and objectives for all phases of operation of the College.…"

The Code of Virginia, Statute 23-9.6:1, paragraph 2, also gives the State Council of Higher Education the authority, "to review and approve or disapprove any proposed change in the statement of mission of any presently existing public institution of higher education …shall make a report to the Governor and the General Assembly with respect to its actions hereunder."

The structure and responsibilities of the Board of Visitors of The College of William and Mary are described in the Richard Bland College Faculty Handbook, Section IV (A). This section describes the legal authority of the Board to consider the mission of Richard Bland College.
