NARRATIVE

The Board of Visitors of The College of William and Mary has given control of Richard Bland College institutional policies to the President of Richard Bland College. “Under the authority and direction of the Board of Visitors, the President of [Richard Bland College] is responsible for the administration and courses of instruction of [Richard Bland College]. The President is accountable to the Board for the administrative, fiscal and program performance of [Richard Bland College].” “The President [of Richard Bland College], with the appropriate advice of administrative officers and the [faculty], will formulate plans and operating policies and objectives for all phases of operation of [Richard Bland College]." The Bylaws are written to describe the operation of the Board to The College of William and Mary; Article II, Section 9 of the Bylaws provides for comparable responsibilities and authority for Richard Bland College.

All institutional policies are the responsibility of the President of RBC. The President assigns duties to administrators, faculty and staff as are necessary to carry out the work of the College. The President is ultimately responsible to the Board for the implementation, coordination, and evaluation of all policies of RBC.

As stated in the Bylaws of the Board of Visitors of The College of William and Mary, the President or the Dean of Administration and Finance has the authority to sign corporate resolutions. “The President or the Dean of Administration and Finance shall have the authority to sign corporate resolutions …, on behalf of the Board of Visitors and [Richard Bland College].

Richard Bland College has one non-profit related corporate entity, the Richard Bland College Foundation. The Foundation is incorporated and has its own set of bylaws.

According to the Bylaws of the Board of Visitors of The College of William and Mary, the Dean of Administration and Finance is given the responsibility for all auxiliary services. “The Dean of Administration and Finance shall be responsible for the effective operation of the plant, the auxiliary enterprises, the general purchasing and supply system, and the buildings and grounds of [Richard Bland College]."

Richard Bland College operates auxiliary enterprises consisting of the College bookstore, food service, parking, intramural athletics and the residence of the Dean of Administration and Finance. The bookstore and food service operations are contracted to private vendors and the others are operated by the College. The auxiliary enterprise activities are under the supervision of the Dean of Administration and Finance and are governed by policies of the Commonwealth of Virginia, which require all auxiliary enterprises to be self-supporting [SCHEV —Auxiliary Enterprise Policy]. An auxiliary enterprise schedule is included as supplemental information to Richard Bland College financial statements which are subject to an annual audit by the state Auditor of Public Accounts.
