3.2.9 The institution defines and publishes policies regarding appointment and employment of faculty and staff. (Faculty/staff Appointment)
JUDGMENT OF COMPLIANCE
NARRATIVE
Richard Bland College defines and publishes policies regarding appointment and employment of full-time faculty in the Richard Bland College Faculty Handbook in Section VIII (A – U), including policies on faculty recruitment, appointments, tenure, evaluation, compensation, promotion, leaves of absence, and workloads. All policies listed in the handbook have been approved by the Board of Visitors. The Faculty Handbook is available on the RBC website.
Policies concerning the appointment and employment of part-time faculty are contained in the Richard Bland College Adjunct Faculty Policies and Procedures Manual, including policies on selection and hiring, academic policies, responsibilities, and evaluations. The Adjunct Faculty Manual is available on the RBC website under Faculty => Adjunct Information.
Policies concerning appointment and employment of administrative and professional faculty are published in the Richard Bland College Faculty Handbook in Section VI (A – F) and Section VII (A – J), including policies on appointment, evaluation, compensation, contracts and grievances.
Policies pertaining to classified employees are published in the Richard Bland College Classified Employee Handbook. General personnel policies and information regarding benefits and regulations pertaining to the State Personnel System are incorporated. At the time of their orientation, new classified personnel are informed of the availability of the handbook on the College website. Additionally, posters of federal and state policies are prominently placed in each building on campus.
The Commonwealth of Virginia also maintains the Department of Human Resource Management Employee Handbook and the Department of Human Resource Management Manual, designed to serve as a quick reference for many issues concerning classified employees such as compensation, evaluation, benefits, and the disciplinary process.
In addition, all employees have access to numerous publications of the Commonwealth concerning benefits and retirement including the following:
- Commonwealth of Virginia Retirement System Handbook
- Commonwealth of Virginia Health Benefits Members Handbook
- Commonwealth of Virginia Sickness and Disability Program Handbook
- Commonwealth of Virginia Flexible Benefits Plan Sourcebook.
All publications are available online under Human Resources or in the Office of the Director of Human Resources.
