General Obligation Bond 2002

The Virginia General Assembly approved a $900.5 million general obligation bond package for educational facility capital projects. Governor Warner has signed this into law. However, for it to take effect, Virginia voters must approve the bond package on November 5th. The funds from this bond issue will be used for new construction and for renovation and modernization of buildings at the public colleges and universities in Virginia and museums and historical sites. Our colleges and universities will be able to accommodate more students; our colleges and universities will be able to attract better students; our colleges and universities will be able to provide facilities that will support the latest research methodologies; and our colleges and universities will be able to provide students with the skills necessary to compete in our economy.

This bond does not raise taxes or tuition and it does not affect Virginia's bond rating.

The Ballot Question

"Shall Chapter 859, Acts of the General Assembly of 2002, authorizing the issuance of general obligation bonds of the Commonwealth of Virginia in the maximum amount of $900,488,645 pursuant to Article X, Section 9 (b) of the Constitution of Virginia for capital projects for education facilities, take effect?"

RBC Projects

Passage of this bond will provide $2.7 million for library renovation and expansion and $800,000 for renovation of the art building. The library will be able to expand to the second floor of the student center, providing space for additional student seating, additional computer terminals, and additional research facilities. The former art building will be converted to house admission and financial aid offices, thereby consolidating student services.

RBC Students Attend Bond Rally

On Tuesday, September 3, 2002, a Richmond Regional Kickoff Event in support of this bond issue was held at the Siegel Center. Guest speakers were Governor Mark Warner; Lieutenant Governor Tim Kaine, Attorney General Jerry Kilgore, and Virginia Secretary of Education Belle Wheelan. Bond Issue Passes

On November the 6th, faculty, staff and students joined together in the lobby of the library building to celebrate the approval of the bond issue. The RBC Library will be expanded to include an additional 7600 square feet of space currently occupied by the admissions offices. The art building will be renovated in order to house student services including admissions, financial aid, and several student-run groups.
