Bylaws
Article I: Name and Purpose
1. The name of this association shall be the Friends of Richard
Bland College Library.
2. The purpose of the Friends shall be to maintain an association
of persons interested in strengthening the RBC Library system, enhancing
its collections, and promoting its usefulness.
Article II: Membership
1. Membership in the association is open to any persons, corporations
or organizations who share in the purposes of the association, upon payment
of dues.
2. Membership shall consist of three classes: individual members,
student, and organization/corporate members.
3. The rights and privileges of all members of the organization
shall be equal, and each organization and individual member shall be entitled
to one (1) vote.
4. Members in good standing are those individuals or organizations
whose annual dues are paid for the current fiscal year, July 1 through
June 30.
Article III: Governance
1. Officers of the association shall be the President, Vice-Presidents,
Secretary and Treasurer and such other Vice-Presidents as the Executive
Committee shall determine. Committees of the association shall be
a Nominating Committee, an Executive Committee and such other committees
as may be appointed by the President.
2. The President may choose any member of the board to fill any
officer vacancy until the next regular election.
3. Officers of the association shall serve for terms of one year,
except that the Treasurer shall serve for a term of two years.
4. Officers shall be elected at the annual meeting by a majority
vote of the membership. A Nominating committee, appointed by the
President, shall submit a slate of candidates. After consulting
with the nominees, the nominations shall be submitted in writing to the
membership prior to the annual meeting. Additional nominations may
be made from the floor with the consent of the nominee.
5. The duties of all officers shall be such as by custom and law
and the rules of the organization usually devolve upon such officers in
accordance with their titles.
Article IV: Dues
The annual dues shall be determined by the Board with the approval of
the membership at the annual meeting.
Article V: Fiscal Policies
All funds shall be deposited to the account of the Friends of the Richard
Bland College Library and shall be disbursed by the treasurer pursuant
to policies determined by the membership.
Article VI: Amendments
Amendments to these bylaws may be made at any meeting of the general membership
by a two-thirds vote of those present, provided that notice of the proposed
amendment has been given to all members at least one week before the meeting.
Article VII: Parliamentary Procedure
Robert's Rules of Order, latest edition, when not in conflict with these
bylaws, shall govern the proceedings of this organization and the Board.
Mission Statement
The mission of the Friends of the
RBC Library is to provide support, service, and recognition to the Richard
Bland college Library. To this end our goals are to:
• Bring together persons interested in libraries;
• Assist the Richard Bland College Library in meeting the educational, vocational, and individual needs of the RBC community;
• Establish a relationship between the library and the surrounding communities;
• Foster awareness of the library's resources, services, and needs;
• Enrich library resources through memberships, gifts, and fund raisers; and,
• Foster a cooperative spirit in campus-wide projects.
