Richard Bland College students have automatic privileges to check out materials. See the table below and other information on this page for details.
The Richard Bland College Library allows non-students from the Tri-Cities area, defined as Colonial Heights, Petersburg, Hopewell, Prince George County and Dinwiddie County, to borrow books at no charge. High school students attending schools in the Tri-Cities area may borrow at no charge. Alumni may borrow books at no charge. All other patrons outside of the Tri-Cities area may use materials in house. Please see the table below and other information on this page for loan periods and other pertinent information.
The library staff reserves the right to modify these policies as per the research needs and borrowing history of individual patrons.

Borrowing records are confidential and are protected by Virginia state law which prohibits release of information pertaining to specific materials that a patron has borrowed. Information about privacy can be found in the RBC Acceptable Use Policy.
THE USA PATRIOT ACT (Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism) 2001:
The USA PATRIOT ACT became law on October 26, 2001. It began with Attorney General John Ashcroft who requested form Congress additional powers in order to fight terrorism as an outcome of September 11, 2001. The act expands the investigative and surveillance powers of law enforcement.
