General Information:
Richard Bland College students have automatic privileges to check out materials. See the table below and other information on this page for details.
The Richard Bland College Library allows non-students from the Tri-Cities area, defined as Colonial Heights, Petersburg, Hopewell, Prince George County and Dinwiddie County, to borrow books at no charge. High school students attending schools in the Tri-Cities area may borrow at no charge. Alumni may borrow books at no charge. All other patrons outside of the Tri-Cities area may use materials in house. Please see the table below and other information on this page for loan periods and other pertinent information.
The library staff reserves the right to modify these policies as per the research needs and borrowing history of individual patrons.
RECALLS: Items borrowed through Interlibrary Loan (ILL)
may be recalled at the request of the loaning library which would require students to return an ILL item immediately. Any item may be recalled at any time if needed for Reserve. Books may be recalled by another student during the renewal phase; in this case, the original student borrower would be required to return the recalled item immediately.

* RBC dual enrollment students may borrow books just like RBC undergraduates. They may not, however, borrow videos & DVDs.
Fines and Replacement Fees:

Lost or damaged materials are charged at a $50.00 standard fee per item with the exception of Interlibrary Loan materials. The replacement fee for a lost or damaged Interlibrary Loan material will be determined by the respective lending library and may exceed the $50 standard fee.

Patrons who are delinquent twice may have their borrowing privileges revoked for a period of 6 months.

Return of materials in a timely fashion is the responsibility of the borrower. Overdue notices are sent out as a courtesy.

Any item that is 150 days overdue is assumed to be lost and the patron will be put on the Virginia Debt Set-Off program. Items subsequently returned will be assessed the $25.00 per item overdue fee.
Community Borrowers:

Must be 16 years of age;
-
Must fill out registration form which should be printed and submitted to library staff;

Must provide a picture ID;

Must provide a parent signature if a minor;

Must adhere to fines and replacement fee policy as noted above; and

* RBC dual enrollment students do NOT have to complete a registration form. Dual enrollment students may borrow books just like RBC undergraduates. They may not, however, borrow Videos & DVDs.
Patron Records and Renewals:

Patron may use the My Account option in LION to check their library record. Patrons are also welcome to email or call the library at 804-862-6226 to inquire about renewals.
Privacy Policy:
Borrowing records are confidential and are protected by Virginia state law which prohibits release of information pertaining to specific materials that a patron has borrowed. Information about privacy can be found in the College's Acceptable Computer Use Policy.
THE USA PATRIOT ACT (Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism) 2001:
The USA PATRIOT ACT became law on October 26, 2001. It began with Attorney General John Ashcroft who requested form Congress additional powers in order to fight terrorism as an outcome of September 11, 2001. The act expands the investigative and surveillance powers of law enforcement.
