2010 RBC Commencement Speaker

Kirk Cox

The Honorable M. Kirkland (“Kirk”) Cox,
House of Delegates Representative for the 66th District,
will address the Class of 2010.

 Kirk Cox was first elected from the 66th District to the House of Delegates in 1989. The 66th House District includes all of Colonial Heights and fourteen precincts in Southern/Western Chesterfield County. He is a member of the Speaker’s Leadership Team, serves as House Majority Whip, the third ranking leadership position, and as a House Budget Conferee. Speaker Howell has noted, “Kirk is a tremendous asset to the strong Republican Majority in the House and a leader on the issues that affect the people of the 66th District.” He is the Vice Chairman of the House Appropriations Committee. He serves as Chairman of the Higher Education Subcommittee. He sits on the Economic Development, Agriculture, and Natural Resources Subcommittee and the Elementary and Secondary Education Subcommittee. He also serves with other senior lawmakers on the Rules Committee and is Chair of the Joint Legislative Audit and Review Commission. Delegate Cox is the Ranking Majority Member of the Agriculture, Chesapeake and Natural Resources Committee.

Del. Cox has taken the lead on legislation that supports family values and has worked to help our fellow citizens with intellectual disabilities. The Family Foundation recognized Delegate Cox in 1997 and 2000 as the Legislator of the Year for his support of family friendly legislation, and the VA Assembly of Independent Baptists commended his efforts in 2007. He has also worked to support our fellow citizens with other disabilities. He was presented the Collaboration (Brain Injuries) Leadership Award in 2007. In 2008 the Arc of Virginia, a capstone organization for people with intellectual and developmental disabilities, named Kirk “Advocate of the Year.” Kirk has also championed issues for our “first responders” and was named Legislator of the year in 2007 by the Virginia State Police Association.

Kirk was recognized in 2009 as the Legislator of the Year by the Virginia Economic Developer’s Association, Chesterfield County Economic Development, and the Treasurer’s Association of Virginia. In 2009 he also received the Virginia Brain Injury Council of Department of Rehabilitation Services “Toggle” Award and the Community Heroes Award from Faith Baptist Church.

Delegate Cox has worked for the past few years on legislation that would help increase economic development in the Commonwealth. The MEI projects legislation he has patroned helped create a tax incentive program to attract new businesses, economic development, and jobs to the Commonwealth. In 2010, he also has legislation that would expand this tax incentive. Jobs and the economy are the key focus in this current economic environment, and this legislation will help Virginia recover some of the jobs lost in this recession.

Delegate Cox is a strong supporter of the military, introducing some 60 pieces of legislation in support of veterans, the military, and the War on Terror. His efforts started in 1996 when he was one of the first legislators in the country to introduce legislation to provide tax relief to military personnel serving in Bosnia. In that same year he introduced landmark legislation to provide tax relief for junior military members from Virginia. In the 2008 Session, the General Assembly passed his Wounded Warrior legislation that provides support for veterans suffering brain and stress related injuries. He was also honored to carry another top legislative priority for Virginia’s 23 veterans’ organizations – a $5.9 million budget amendment for the VA War Memorial Education Center. In the 2010 Session he has introduced legislation for the Virginia Wounded Warrior Program, an Automated Veterans Claims System and accompanying budget amendments.

Delegate Cox, as past Chairman and current member of the Agriculture, Chesapeake and Natural Resources Committee, has been a leader for legislation to protect the environment. He supported the need for funding to help clean up the Chesapeake Bay and its tributaries. He introduced a budget amendment designed to curb pollution through a voluntary incentive-based approach. Since 2005, House Republicans have funded over $270 million for improvements in waste water treatment and have committed to dedicate more than $500 million to protect and preserve the Chesapeake Bay before 2015. In 2009 he introduced legislation to help protect children and pets from anti-freeze. His bill requires all anti-freeze manufactured after January 1, 2011 to contain a bittering agent to prevent children and pets from consuming it.

Delegate Cox has endeavored to make Virginia the best place to live, work, and raise a family through his leadership efforts on a wide variety of issues important to his constituents. A champion of quality public education, greater veteran services, support for citizens with disabilities, and low taxes, Delegate Cox has successfully advanced several legislative accomplishments in recent sessions. He credits many of his major legislative successes to the suggestions made by constituents and their impressive presentations to key legislators and a score of committees. In particular, he is grateful for constituents who have proposed and testified for legislation to help fight the war on terror, support our military and veteran communities, provide better services to our fellow citizens with intellectual disabilities, and improving the environment. He notes that one of the most satisfying aspects of being a member of the House is to recognize the important contributions to a better Virginia made by individuals and organizations in the 66th District. He has patroned many commending resolutions to recognize their achievements.

Delegate Cox is a graduate of Colonial Heights High School and has a B.S. both in Political Science and in General Social Science from James Madison University. He is a government teacher at Manchester High School in Chesterfield County. He lives in Colonial Heights with his wife, Julie Kirkendall Cox, and four sons, Lane Kirkland Cox, Carter Adkins Cox, Blake Patterson Cox and Cameron Reagan Cox. He is a youth baseball coach in Colonial Heights. The Coxes are members of Colonial Heights Baptist Church where he is a deacon. He is also a member of the Colonial Heights Historical Commission.

How does the Graduate Books program work?
In a nutshell...

Graduation clip art

  • A minimum donation of $30 is made to the library by a loved one or friend of a graduating student.
  • The library staff orders a book in honor of the graduate.
  • A book plate is added to the book noting the name of the graduate, the name(s) of the donor(s), and the year of graduation from RBC.
  • The special RBC graduate receives honorable mention in LION (the RBC Library catalog), in the "Memory Book" at the Circulation Desk, and on the library website!
  • As a special bonus for the graduating class of 2010, the RBC graduate whose friends/family have made a donation to the library may stop by to pick up a complimentary copy of a Parks Duffey print of the campus from the Friends of the RBC Library.

What is a Parks Duffey print of the campus?

In February of 2001 The Friends of the Richard Bland College Library commissioned Parks Pegram Duffey III to paint the Richard Bland College campus.  For eight months Mr. Duffey visited the campus, solicited input from faculty and staff, and worked on a canvas that evolved into a painting that includes architectural renderings of buildings, whimsical remembrances of people and events, and an overall lovely depiction of the campus.

Graduates whose family and/or friends have contributed a minimum of $30 to the RBC Library's Graduate Books program will be eligible to pick up a complimentary 27.5" x 22" Parks Duffey print of the campus.
