General Information:

The table below provides information on the checkout privileges for different patrons. The RBC Library does allow community patrons to checkout books at no charge. Community patrons include non-students residing in the Tri-Cities area, defined as Colonial Heights, Petersburg, Hopewell, Prince George County, and Dinwiddie County. Alumni may also borrow books at no charge. All other patrons outside of the Tri-Cities may use materials in-house.

Note: The library staff reserves the right to modify these policies as per the research needs and borrowing history of individual patrons.

Overdue Materials:

  • Refer to above chart for fine amounts.
  • All lost or damaged materials are charged at a $50.00 standard fee per item. The only exceptions are entertainment DVDs (which are assessed a $25.00 standard fee per item) and Interlibrary Loan materials. The replacement fee for a lost or damaged Interlibrary Loan material will be determined by the respective lending library and may exceed $50.00.
  • Patrons who have over $5.00 in fines will not be allowed to check out any materials from the library until the fine is paid.
  • Return of materials in a timely fashion is the responsibility of the borrower. Overdue notices are sent out as a courtesy.
  • Any item that is 150 days overdue is assumed to be lost and the patron will be put on the Virginia Debt Set-Off program. Items subsequently returned will be assessed the $25.00 per item overdue fee.

Community Borrowers and Alumni:

  • Must be 16 years of age
  • Must fill out registration form which should be printed and submitted to library staff
  • Must provide a picture ID and SSN
  • Must provide a parent signature if under 18
  • Must adhere to fines and replacement fee policy as noted above

Records, Renewals, and Recalls:

  • Patrons may login to the catalog to review and renew their items. Community patrons must provide the library with their 6-digit birthday to access this feature. Send us an email or call us at (804) 862-6226. You are also welcome to renew your materials with us over the phone.
  • Items borrowed through Interlibrary Loan (ILL) may be recalled at the request of the loaning library which would require students to return an ILL item immediately. Any item may be recalled at any time if needed for Reserve. Books may be recalled by another student during the renewal phase; in this case, the original student borrower would be required to return the recalled item immediately.

Privacy Policy:

Borrowing records are confidential and are protected by Virginia state law which prohibits release of information pertaining to specific materials that a patron has borrowed. Information about privacy can be found in the College's Acceptable Computer Use Policy
