FALL 2020 Campus Reopening Plan
This plan has been reviewed by the State Council of Higher Education and has been found to be compliant in containing the required components of the "Higher Education Reopening Guidance," which was developed in consultation with the Virginia Department of Health.

Campus Reopening

Richard Bland College’s mission is to actively engage every student in the learning process and to deliver a consistently high-quality educational experience. To achieve these goals, the College is preparing for the safe return of students, faculty and staff for fall 2020.

To ensure a collaborative, cross-departmental approach to the complex challenge of reopening RBC’s campus, a tiger team was formed in May, 2020 to identify campus reopening options, assess the pros and cons of each option, and to develop a reopening plan that prioritizes the College’s mission while safeguarding the health and safety of the RBC community by adhering Virginia’s Public Health Guidelines for Higher Education, the Virginia Department of Health (VDH) and the Centers for Disease Control and Prevention (CDC) recommendations.

RBC then assembled the Safe & Secure Taskforce to formulate the final plan for reopening and ensuring a safe environment in fall 2020. Taskforce members include:

Fall 2020

•  July 10:   Fall billing begins to RBC/personal email addresses
•  July 12:   First day to enroll in a payment plan


• August 14:   Fall tuition due
• August 17:   Late fees post
• August 17-21:   Faculty development
• August 19:   Move-in Day Global Student Success Program Only
• August 20-21:   Move-in Day (residence halls open 9am for students who have satisfied their balances)
• August 21-23:   Welcome Weekend
• August 24:   First day of class
• August 26-28:   Classes dropped for unpaid accounts
• August 28:   Last day to add/drop a course


Labor Day:   CLASSES HELD; administrative offices closed


October 1:   Winter Intersession 2020 and Spring 2021 registration begins
October 30:   Last day to drop or withdraw without academic penalty
October 30:   Last day to convert “Incompletes” to a grade for Spring & Summer 2021


November 1:   Deadline to apply for December graduation
November 24:   Residence halls close for semester at 12pm (all personnel items must be removed)
November 23-27:   Thanksgiving Break
November 30:   Classes resume ONLINE ONLY at 8am


December 4:   Last day of ONLINE classes
December 7-11:    Final Exams
December 10:   Winter intersession tuition due
December 11:   Winter classes dropped for unpaid accounts
December 14:   Grades due to Records & Registration by noon
December 14 – January 11:   Winter Intersession (ONLINE ONLY)
December 21:   College closed for winter Break
